Who is responsible for revising the ISO9001:2000 and making the new ISO9001:2008 ?

ISO9001 series of standards are periodically reviewed and revised.
1987 version to 1994 version - revised after 7 years.
1994 version to 2000 version - revised after 6 years.
2000 version to 2008 version - revised after 8 years.

ISO technical committee ISO/TC 176, Quality management and quality assurance is the specific ISO Committee responsible for the ISO 9000 family of standards.
